
Please note the following rule changes:
- All competitors 17 years and younger must wear a certified riding helmet when on a horse in and out of the riding arena. As soon as the youth turns 18 they no longer have to wear a helmet.. (See IV. General, Barrel Pattern & Timing)
- Non members competing at an SBRA sanctioned event must pay a $5.00 non member fee. (See I. Memberships)
-Jackpot can now be approved 3 weeks prior to a jackpot instead of 4 weeks. (See IV. General, Barrel Pattern & Timing)
I. MEMBERSHIPS
Non members may compete as S.B.R.A. jackpots until they have earned $75.00 in the current year. Upon earning $75.00 they must attain an S.B.R.A. membership to compete at any additional jackpots. S.B.R.A. attendance will accumulate from the date of membership onward. (This rule is not to be abused and is the responsibility of district directors to monitor).
If a Non member is competing in an SBRA sanctioned event, the jackpot host must fill in the Non Member Jackpot Form (available on the website) for the non members. All non members competing at S.B.R.A. sanctioned jackpots will be subject to a $5.00 non member insurance fee.
This form and all non member fees MUST be mailed or faxed to the SBRA secretary/treasurer for insurance purposes immediately after the jackpot.
It is the responsibility of each competitor to be aware of the rules.
Each member must declare their competition area upon purchase of their membership, so attendance can be recorded by that district, or forwarded to that district if a member competes in another district. Any changes to this information must be made in writing and received by the Provincial
Treasurer before any changes will occur.
The PeeWee Division is 8 years and under as of January 1. A $10.00 MEMBERSHIP FEE is required for PeeWee’s.
The Youth 3D division is 16 years and under as of January 1. If a jackpot is sanctioned for the N.B.H.A., the age will go up to 18 years to follow their guidelines.
If a Youth member wants to run Open as well as Youth the membership fee for the Open/Youth will be the same as the Open membership fee.

The NEW membership dates will be August 1st (of current year) to July 31st (of following year). Anyone claiming they didn’t know about the change will NOT be given a grace period, considering there are many more jackpots to attend. If we change it for one, we must change it for everyone, and that just simply isn’t fair.
Directors will receive a free membership for their year of service on the SBRA Board of Directors.
II. FINES / DISQUALIFICATION
Abusive language and abuse to a horse will not be tolerated. Anyone using abusive language or abusing a horse will be subject to a $100.00 fine at the discretion of the district directors.
Conduct unbecoming or detrimental to the reputation of the S.B.R.A. will be dealt with by a fine. This is to be determined by the provincial S.B.R.A. executive upon recommendation by that district’s directors. If the fine is not paid, and if further action is needed, then there will be a suspension, then membership revoked. This fine should be issued in writing and is set for $100.00.
Competing while under the influence of drugs or alcohol can result in suspension from the S.B.R.A. and/or loss of S.B.R.A. attendance or disqualification during the competition year.
Misidentifying a horse in any division will disqualify the contestant.
A competitor must be disqualified before the next rider starts.
Any grievance in regards to a disqualification must be brought to the attention of the directors before the prize money is awarded.
The Flag Person will be the final judge of a disqualification.
Any person approaching the Flag Person regarding a disqualification or any person, who is abusive or disruptive towards the Flag Person, will be banned from running in the next jackpot.
Any fines must be paid before the contestant enters another competition in any district.
III. ENTRIES, DIVISIONS, POINTS & PAYOUTS
One person may enter more than one horse with the entry fee being paid on each horse in each division.
It is up to each district to decide if the PeeWee’s will pay an entry fee at their jackpots.
Divisions will be defined as follows:
1D = fastest time and those that place in this division
2D = fastest time ‘plus one second’ and those placing in this division
3D = fastest time ‘plus two seconds’ and all times below the 3D fast time
Fastest time (1D Open & 1D Youth) = fastest running time without penalties ‘fastest clean run’
Points (if used) /attendance will be based on a horse and rider combination in all Divisions.
A district’s total number of jackpots is comprised of all of the jackpots hosted by that district.
Points (if used) are awarded as follows in Barrel Racing and Pole Bending:
1st= 5, 2nd=4, 3rd= 3, 4th=2, and 5th = 1.
An S.B.R.A. member may compete on more than one horse and may collect points/attendance and money based on the horse and rider combination.
If you knock down a barrel in the 3D system, you do not accumulate points or money.
Each district will be responsible for making its own payout schedule.
All S.B.R.A. sanctioned jackpots are provincially approved. Membership cards may be requested by jackpot hosts, and attendance shall be added to the members total to compute finals qualifications (reference Rule V.a. & V.b.). (Members should be aware of the rules implemented by the district whose jackpots they wish to attend and are encouraged to call to confirm jackpot dates and times.)
In order to have a sanctioned jackpot all information must be received by the appropriate district director a minimum of 3 weeks prior to the jackpot date.
With the exception of added money jackpots, which will me left up to the executive.
The payout at added money jackpots and the S.B.R.A. Finals will be 40% to 1D, 30% to 2D, and 30% to 3D of the total payout.
Jackpot attendance for 2007/2008 season will be kept by using the attendance cards. Once a horse/rider combination has attended six jackpots, you must mail attendance card into your District Director. If you lose your attendance card you will have to pay $20.00 to find out how many jackpots you actually have. These fees will payable to the SBRA office.
The S.B.R.A. will dual approve jackpots with other provinces and/or states as long as the SBRA member attends 3 out of the 6 jackpots required, ON SASKATCHEWAN SOIL.
IV. GENERAL, BARREL PATTERN & TIMING
A dress code may be implemented by the host of a S.B.R.A. sanctioned jackpot, unless there is a jackpot with added prize money. At that time, western attire is to be worn (western long-sleeved shirt with cuffs and a collars, western hats, western boots, and western pants). Members are encouraged to wear western attire at all jackpots.
In order to HOST an S.B.R.A. Sanctioned Jackpot, the Jackpot Host must allow all members or non members the right to compete at their jackpot. The SBRA Jackpot Host cannot refuse any individual the opportunity to compete at the event.
The start/finish line and the barrel positions should be permanently marked for the entire event.
If a barrel is moved off its marker during competition, the barrel must be reset prior to the next competitor’s run.
An S.B.R.A. barrel race is a timed event using three identically sized barrels set in a cloverleaf pattern.
The S.B.R.A. shall implement the 1994 CCA regulation barrel pattern. Refer to Section XIX.F.3(a) and XIX.F.3.(b) of the CCA Rules & Bylaws handbook as rewritten below:
3(a) The regulation Barrel Pattern for the Ladies Barrel Race shall be 60
feet between Barrel #1 and Barrel #2 and a 120 foot arc from Barrels #1 and #2 to Barrel #3. The score line shall be a maximum of 40 feet
and a minimum of 30 feet with stopping distance a minimum of 45 feet on a closed gate and 30 feet on a safe open center gate. When arena conditions are suitable, the following distance may be used: 90 feet between Barrel #1 and Barrel #2 and a 110 foot arc from Barrels #1 and #2 to Barrel #3. The score line shall be a maximum of 40 feet and a minimum of 30 feet. The stopping distance will be the same as the above rule. With these patterns, the barrels must be a minimum of 20 feet off all fences, walls and chutes.
3(b) An exception to the above rule would be the very small outdoor arenas and most indoor arenas where the Regulation pattern would not fit. In these arenas the barrels would be marked 15 feet off of walls or fences and 18 feet off of chutes, and the score line would be a minimum of 20 feet with stopping distance of 45 feet measured from the center of the arena.
Any time a contestant crosses the starting line, time will begin.
A contestant will be assessed a five-second penalty for knocking over a barrel. A five-second penalty will be assessed if a barrel is knocked over and it sets up on its opposite end. Touching a barrel is permitted.
In the 3D system, if a barrel is knocked, the 5 second penalty will not be added to the running time until after the run has been put in the appropriate Division (1D, 2D, or 3D). At that time the 5 second penalty will be added to the running time for placement in that Division.
As per 1994 CCA Rule #XIX.F.7.9(a): “When the electric timer is used, and fewer than 1/3 of the contestants are missed in that go round, the stop watch times are to be used as the official times for the contestants missed. Should the timer fail to operate for 1/3 or more, then the stop watch times will be considered as the official times for all contestants in that go round.”
Reruns shall be granted if there is a complete failure in timing or if the barrels are not placed properly on their markers. No prior penalties will apply to rerun.
Failure to follow the standard barrel pattern below will result in disqualification.
Breaking the pattern will consist of:
If an arena chooses to include Pole Bending, the S.B.R.A. suggests that AQHA Rules are referenced.
The fastest time with a clean run wins over a faster time with a knocked barrel.
However, the time with a knocked barrel will be situated within the division it WOULD HAVE placed in for payout purposes.
V. FINALS
To attend the provincial finals, a contestant must be a current member of the S.B.R.A. She/he must have participated in a minimum of 6 S.B.R.A. sanctioned jackpots. In order for Youth/Open memberships to attend the finals, Horse/Rider must attend 6 jackpots in both divisions. Recall, all S.B.R.A. sanctioned jackpots are open to all S.B.R.A. members. NO EXCEPTIONS.
Pee Wee Barrel Racers must qualify for the S.B.R.A. provincial finals by attending 3 S.B.R.A. jackpots.
Eligible jackpots are from the cut-off date for the previous provincial finals to the cut-off date for the current Finals.
If a member has not renewed a membership by Aug 1st, then any eligible jackpots earned following the cut-off for the previous finals until July 31st will not be eligible. Eligible jackpots will be counted from the date membership received by the secretary. (See below)
If a membership is purchased at a jackpot and the jackpot host signs and dates the membership form, that jackpot will be counted as an eligible jackpot if the member mails the membership form in to the secretary, postmarked no later than 5 days of the jackpot date.
Each district must hold a minimum of 6 jackpots in order to send members to the provincial finals. The total number of jackpots for a district would only include jackpots that are hosted by that district.
Each district will bring to the provincial finals $150.00 in sponsorship for 20 members or less, plus an additional $50 in cash sponsorship for up to and including each additional 20 members in the district.(based on previous year’s membership numbers).
If eligible, more than one horse may be taken to the provincial finals with entry fees paid for each horse.
If there is a tie for division champion a run-off will be done. If horse/rider is not there for the run-off they are automatically put into second place. All other ties will be determined will a coin toss.
Upon entering the provincial finals all turn outs or no shows must pay the appropriate entry fee unless a medical or vet release is presented. Any unpaid fees will be added to renewed memberships.
There will be a rake after every 5 competitors on the original program. Turn outs and/or vet outs will not alter the rake schedule.
At the provincial finals we will bring back 10% (round up) of the riders over and above 200 entries for Youth and Open.
The payout at added money jackpots and the S.B.R.A. finals will be 40%, 30%, 30% total payout.
If a horse and rider exits the arena during their run at the finals, they are NOT allowed to enter back into the arena. Once the horse exits the arena, the run is considered complete. NO “working” your horse.
If at any time during a run at the provincial finals you stop the timer, your run is complete. You must exit the arena immediately and not restart your run or timer. (No practice runs). Failure in following this rule will result in a fine being issued.
When the arena director waves you in at the provincial finals, you must enter arena immediately unless your horse is refusing upon which you will have 3 minutes to start the timer or you will be disqualified for that run.
The “work” timetable that is conducted for the contestants at the provincial finals is a tentative table that MUST be adhered to. Violators will be fined accordingly.
BARREL BONANZA: If ANY stallion meets all qualification standards, meaning standing in Saskatchewan and is under the age of 6, is able to be nominated and ran in the barrel bonanza.
SICKNESS/DEATH of a horse: The existing rule of replacing a horse if sick or dies will be amended to the exception of a death of a horse. In order for a deceased horse to be replaced by different horse to compete at the finals, there must be a death certificate from a certified vet presented to the executive of the SBRA and the deceased horse must have been qualified for the provincial finals at least 30 days prior to the start of the provincial finals date.
1. Name:
The Association shall be known as the “Saskatchewan Barrel Racing Association Inc.” (Non-Profit Corporation #212208).
2. Objectives of the Association:
Without limiting the activities of this Association, the Saskatchewan Barrel Racing Association Inc. will seek to achieve the following objectives:
(a) To promote barrel racing as a sport and as a family event.
(b) To serve as an educational medium for its members by distributing information relative to the barrel racing industry by organizing seminars and clinics.
(c) To raise the standards of care, of handling, and of working horses.
3. Memberships:
(a) Membership will be on an individual basis. A member may purchase one (1) membership only.
4. Membership Dues:
(a) Membership dues shall be payable annually and shall be established from time to time by the resolution of the Board of Directors.
(b) If the Board of Directors makes any change in the membership fee for the ensuing year, members of the Association shall be advised of the change at the annual general meeting.
(c) Memberships will run from Aug 1 (of current year) – July 31 (of following year) with the exception--any new memberships purchased after the cut-off date for the finals will be deemed memberships for the following year .
(d) Members who resign from the Association or whose memberships have been revoked shall not be entitled to a refund of fees.
5. Officers of the Association:
(a) The officers of the Association shall be President, Vice-President and Secretary/Treasurer. The President shall be elected annually by-annually by the members at the Annual General Meeting of the Association and who shall hold office during the ensuing two years or until his or her successor is duly elected. The Vice-President shall be elected annually by-annually by the members at the Annual General Meeting of the Association and who shall hold office during the ensuing two years or until his or her successor is duly elected. The President and Vice-President terms shall alternate voting years. The Secretary/Treasurer shall be paid and shall be a position at which will run from January 1 to December 31 for a two year term. Applications shall be accepted and the Board of Directors will select a candidate for the position. The Board of Directors shall determine the yearly wage for the Secretary/Treasurer.
(b) The immediate available Past President of the Association shall be considered to be an officer of the Association unless he/she resigns or fails to maintain membership in the Association.
6. Duties of Officers:
(a) President - The President shall be the Chief Executive Officer of the Association and shall preside at all meetings of the Association, the Board of Directors, and the Executive Committee. He/she shall conduct meetings in accordance with established rules of procedure. He/she shall ensure that the decisions of the Association, the Board of Directors, and the Executive Committee are carried into effect.
(b) Past President - The immediate available Past President shall attend all meetings of the Association, the Board of Directors, and the Executive Committee, and shall perform such duties as the Executive Committee may assign to him/her.
(c) Vice-President - The Vice-President as elected by the members shall serve on the Executive Committee and shall have all the powers and duties of the President in his/her absence.
(d) Secretary/Treasurer – the secretary/treasurer shall keep records of the Association, the Board of Directors, and the Executive Committee. He/She shall record minutes of all meetings and shall distribute them as directed to all members of the respective groups. He/She shall be responsible for the official correspondence and related financial matters of the Association, the Board of Directors and the Executive Committee when requested.
7. Board of Directors:
(a) The affairs of the Association shall be managed by a Board ofDirectors, which will consist of no more than two members per district, all of whom shall be individual members of the Association. Each district shall elect their own directors. Directors terms will be a two year position with each directorship alternating voting years. The directors names shall be put forth at the Annual General Meeting.
(b) The immediate Past President of the Association shall be entitled to attend meetings of the Board of Directors and shall not have a vote thereat and shall not be included in the maximum number of Directors.
(c) The office of a Director shall be vacated:
(i) If a Director shall resign his/her office by delivering a written resignation to the Secretary of the Association;
(ii) If, at a special meeting of members or at a special meeting of Directors called for that purpose, a resolution is passed by three-quarters of those present at the meeting that he/she be removed from office;
(iii) On death;
(iv) Provided that any vacancy shall occur for any reason in this paragraph contained, the Directors may be resolution fill the vacancy with a person in good standing on the books of the Association as a member;
(v) Directors shall vacate their position as Director of the Saskatchewan Barrel Racing Association, if they fail to attend 50% of the designated Board of Directors’ meetings.
(d) Directors, as such, shall not receive any remuneration for their service, but by resolution of the Board, expenses of their attendance may be allowed by their attendance at each regular or special meeting of the Board.
(e) A majority of the members of the Board of Directors shall constitute a quorum.
(f) The Board of Directors shall meet at least four times each year for the purpose of establishing policies related to the purposes and work of the Association and for the dispatch of business related thereto. One of these meetings shall be held immediately before and another immediately after the annual meeting.
(g) The President of the Association shall be the Chairman of the Board of Directors. The Board may name such committees and appoint such officials as are necessary to achieve the purposes of the Association.
8. Executive Committee:
(a) The Executive Committee shall be the officers of the Association and shall be made up of members of at least 3 districts.
(b) The Executive Committee shall, during those times of the year when the Board of Directors is not in session, have the same powers as the Board and shall by its actions and decisions bind the Board until it next meets.
(c) The Executive Committee shall implement the decisions of the Board and of the Association.
(d) The Executive Committee shall have the power to initiate activities that will further the objectives of the Association.
(e) The Executive Committee will perform their duties without remuneration, but they shall be entitled to reimbursement for out-of-pocket expenses in performing their duties in accordance with an expense schedule approved by the Board of Directors.
9. Meetings:
(a) The Annual General Meeting of the Association shall be held during the Association finals. Any issues to be discussed and voted on at AGM must be submitted as proposals by a cutoff date (for the last newsletter before AGM). These proposals will be published in the newsletter and sent to all members. Motions relating to these proposals can be made and amended at the meeting and then voted on. Any motions coming from the floor, not previously submitted as proposals, would be referred back to the BOD as recommendations before being officially passed.
(b) Quorum at the Annual General Meeting shall be 2/3 of the members in attendance at that meeting with at least 50% of the districts represented, and written ballots shall be permitted. Written Ballots shall only be utilized for the election of officers.
(c) The Board of Directors shall meet at least four times each year as set forth in Article 7 and seven days notice of such meetings shall be given.
(d) The Executive Committee shall meet as required on the call of the President for the adequate dispatch of Association business.
(e) The President or, in his/her absence, the Vice-President, shall have authority to call such meetings as he/she deems necessary.
(f) A majority of the Board of Directors or Executive Committee may jointly, in writing, request the President to call a meeting of the Board of Directors or Executive Committee and the President shall forthwith cause such a meeting to be held.
10. Voting:
(a) At the Annual General Meeting of the Association, all members have the right to vote.
(b) At meetings of the Board of Directors, all elected members, with the exception of the Acting President and the immediate Past President, have a right to vote. In the event of a tie, the Acting President will cast the deciding vote.
(c) At meetings of the Executive Committee, all officers have a right to vote.
11. Fiscal Year:
The Fiscal Year shall be from January 01 to December 31.
12. Auditors:
The Board of Directors shall name an auditor who shall audit the accounts and financial records of the Association and shall present his/her report at the Annual General Meeting of the Association as requested by the Board of Directors or the majority of the voting members. The remuneration shall be fixed by the Board of Directors.
The auditor shall be one qualified to review and evaluate financial records. He/she shall be independent of the membership of the Association.
13. Signing Authority:
Any two members of the Executive Committee, shall have signing authority on any written document or instrument of the Association. Normally, cheques shall be signed by the President or Vice-President and the Secretary or Treasurer.
14. Head Office:
The head office of the Association shall be the home address of the Secretary unless the Executive Committee rules otherwise.
15. Ammendments to the Constitution:
Amendments to the Constitution may be presented at the Annual General Meeting of the Association where it can be voted on and passed by a two-thirds majority vote.
16. By-Laws and Regulations:
(a) The Board of Directors shall have authority to amend the By-Laws as may be necessary to implement the by-laws effectively and not inconsistent with it to ensure the smooth functioning of the Association.
(b) If a decision of some urgency must be made and the By-Laws or related rules do not seem to cover the matter adequately, the Executive Committee shall have authority to take such action as it deems necessary and shall report such action at the next meeting of the Association within whose jurisdiction final responsibility for the By-Laws rests.
17. Interpretation of Constitution and Related Regulations and By-Laws:
(a) In these documents the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
(b) In the event of conflict of opinion about the interpretation of these By-Laws or any of the related rules, the decision of the President shall prevail unless and until the matter can be referred to the next Annual General Meeting of the Association.
18. Dissolution:
On dissolution of the Saskatchewan Barrel Racing Association Inc., its properties and assets shall, after payment of all liabilities, be donated to the Western College of Veterinary Medicine, Equine Health Research Fund, University of Saskatchewan, or to the body that absorbs the Saskatchewan Barrel Racing Association Inc. and follows the aims and objectives of the Saskatchewan Barrel Racing Association Inc.
